Solve at least the last 10 years of papers. The last 5 years are most relevant for current question trends and patterns. Going further back to 2010 or even 1992 gives a broader view of topic variations, especially for Measurements and Instrumentation subjects.

Should I solve GATE IN papers year-wise or topic-wise first?

Topic-wise first — always. Solve all Control Systems questions together, then all Measurements questions, and so on. This builds subject strength much faster than jumping between topics in year-wise papers. Switch to full year-wise papers only after covering the major subjects.
